Approval Reply Email Subject Contains Messy Chinese Character and Error with ORA-31011: XML parsing failed (Doc ID 1500639.1)

Symptoms

 On Applications 12.1.3 version, an OIE Approval Email Subject Contains Messy Chinese Character.

After sending the approval email to system, found the following error message sent to the sysadmin user:

Event Error Name: -31011
Event Error Message: ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00217: invalid character 19 (U+0013)

STEPS

The issue can be reproduced at will with the following steps:
1. Approver click Link 'Approve' in the notification email.
2. Found the auto reply email subject contains messy Chinese characters, click button 'Sent' in OA email client.
3. The reply Approve email notification failed to be sent to the erp server.

4. MS Outlook and Mozilla Thunderbird email client doesn't hit this issue.
