How to Restrict Application of a Modifier By Using Qualifiers Not Equal to Particular Customer Names

Goal
Why is a freight modifier applying to sales orders even though the customer (name) on the order
is listed as a qualifier on the modifier as such so that it will not be applied?
We have created a freight modifier, with two qualifiers
1. Price list
2. Customer not = 'ABC'
Customer not = 'DEF'
So that the freight modifier applies to all customer except ABC or DEF, however this modifier is being
applied to sales orders created for customer ABC. Why?
