EB-Tax: Vertex Data Added to HZ_GEOGRAPHIES Table is in Mixed Case Instead of Upper Case (Doc ID 1501393.1)

Goal

It appears that new data added to the HZ_GEOGRAPHIES table by the Vertex file uploads are loading in Mixed case instead of UPPER case. 
In 11i the vertex data was always uppercase.

You would like all data to be stored in UPPER case. Is there a way to control this?
