Customers Workbench: Customer Account Site Can Be Edited in Receivables Inquiry Only Responsibility (Doc ID 1501470.1)

Symptoms

In R12.1.3, when go to Customers page using the custom read only responsibility and search one customer account, it shows everything as read only.

But when users click on the Details button for any of the site addresses, it becomes editable.
When users click on Apply and return back to the account level, they can even update the descriptive flexfields and create a site which is not desired.

The issue also occurs when using the seeded responsibility Receivables Inquiry.

Steps to reproduce:
Responsibility: Receivables Inquiry
Navigation: Customers > Customers
Query a customer
Click on the details
All the DFF is non-editable and ‘Create Site’ option is also not there.
Click on the Detail for any of the addresses
The site addresses can be edited
Click on Apply and go back to the account level, the account level information can be updated and a site can be created
