The Service Request Form Throws 'APP-FND-01048' Error While Working With Inactive Items (Doc ID 1501574.1)

Symptoms

On : 12.1.3 version, Service Request Form

When attempting to work on a service request with Items associated to the SR the following error occurs.

Error

APP-FND-01048: Use of this combination restricted by 'WHERE' clause
(Serve_req_enabled_code='E')

The error is not meaningful and the users do not understand why the message pop up.

Steps to Reproduce

1. Go to create service request
2. Create a SR with an item.
3. Go to master items form
4. Inactivate the item in main tab and service tab
5. come back to service request form
6. Query the same SR with inactive item and make changes to problem summary and try to save the below error occurs.
