"java.lang.OutOfMemoryError: GC Overhead Limit Exceeded" Error When Running BI Publisher Reports (Doc ID 1503149.1)

Symptoms

Servers crash frequently.  Users are submitting BI Publisher reports that are failing. In the bipublisher.log file the following error appears:
