Period Displayed In 'Upload Timecard' Does Not Match With Periods Displayed Under Create Timecard (Doc ID 1503254.1)

You have Default Timecard Period set to 'Earliest period prior to system date'.  This is setup per the business requirement and cannot be changed. 
Using seeded Projects layout. 

Status allowing edits is set to RETRO, Active Assignment, Past: 367, Future: 30

For certain employees, the Period LOV in 'Upload Timecard' page does not match that of periods shown in 'Create Timecard' page. 
In the PERIOD LOV if you select the latest available period in the list, it will bring you new period values.  There, you can again pick the latest available period again and repeat this until you get to the period you want.  For the problem employee you can do this until you hit periods that have existing timecards.   
For example employee's last period shown in LOV is 1-APR-2012 - 07-APR-2012.  

From 08-APR-2012 - 14-APR-2012 he has existing timecard but employee does not have any timecards from 1-JUL-2012 so at least from then it should be in the LOV. 
Expect the periods available in 'Upload Timecard' page should be the same as that in 'Create Timecard' page. 
The issue can be reproduced at will with the following steps: 
1. Log into Self Service Time 
2. N: Recent Timecards 
3. Click on 'Upload Timecard' 
4. Check values in Period LOV 
The issue has the following business impact: 
Due to this issue, users cannot upload their entered timecards.
