Upload Date Not Populating For Oracle Knowledge Module (Doc ID 1503784.1)

After adding attachments in Knowledge Management, in the FND_LOBS tables, the program_name and upload_date are not getting populated.
Need to have these two fields populated and also need to know how to populate this for existing records.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. In Knowledge Management add an attachment.
2. Check the FND_LOBS table which shows that the program_name and upload_date are not getting populated.
