'APP-BEN-91711' Error While Changing Enrollment Options During Open Enrollment

When attempting to save an employee's enrollments, the following error occurs:

APP-BEN-91711: The Participant Enrollment record was not found in the following package : .

The issue can be reproduced for the employee following steps:
1. go to responsibility US Super HRMS Manager.

2. Navigate to People > Benefits Service Cente and query the employee in question.

3. Process the Open life event and access the enrollment form.

4. Make selections for the employee and attempt to save.
Error message is thrown.
