Symptoms

PO Matched Invoices always calculate Exclusive Tax and not Inclusive Tax, even though the setup is set to Inclusive.
VAT Tax included could be a business requirement in some countries. In these countries the recoverable VAT is recognized when the receipt is matched with the AP invoice.
