Create New Event Alert Generates APP-FND-01564 Oracle Error 1 in CREATE_EVENT_DB_TRIGGER When Save (Doc ID 150476.1)

Symptoms

When creating a new event alert, the following error occurs during save:

APP-FND-01564: Oracle error 1 in CREATE_EVENT_DB_TRIGGER
or
ORA-2000: APPS_DDL/APPS_ARRAY_DDL package(s) missing

This can be reproduced as follows:
1. Navigation: Alert Manager responsibility navigate to Alert / Define.
2. Create new Event Alert, click on SAVE.
