Requestor / Requester (Employees) Are Not Displaying In the Requestor LOV After Upgrade (Doc ID 1505479.1)

Goal

When trying to create a new Requisition in iProcurement after upgrade, and click to see the List Of Values (LOV) in the Requestor field, no Employee comes up except the owner of the requisition.
