Goal

Although a new user has been granted the privileges to enter, view and update results for a collection plan, the user is not able to enter, view and update results.  Clicking on the LOV for collection plan in the view, enter, or update collection plan results in error:

List of values contains no entries.

FNDWFLSC module: Synchronize WF LOCAL concurrent request may fail with:

ORA-12801: error signaled in parallel query server ...............
ORA-01452: cannot CREATE UNIQUE INDEX; duplicate keys found
