Symptoms
Actual Behavior
---------------
Some concurrent requests display in the View Details screen a "Date Completed" that is less than the "Date Submitted" and/or "Date Started"
Expected Behavior
-------------------
The "Date Completed" should be more than the "Date Submitted" and "Date Started"
The issue can be reproduced at will with the following steps:
1. Check the dates in the View Details screen and/or the request log files.
