Upload Attachments Errors With "The Anti-virus Software Could Not Be Run On The Attachment File" (Doc ID 1505781.1)

Followed the steps documented in the OA Framework Developers Guide to implement virus checking on uploaded files using Symantec anti-virus software. However for all uploaded files the following message is returned:

The anti-virus software could not be run on the attachment. Please disable virus scanning or contact your System Administrator for further assistance.

 Checked following:

FND_ANTIVIRUS_SERVER = <server running SYMANTEC server>

ICAP/1.0.204 response -  'No Virus Detected' returned for files having no virus or violation policies

ICAP/1.0.200 response -  'Virus detected' returned for files violating policies
