Symptoms
On : 12.1.3 version,
When attempting to use the item reservation form to make a reservation against a Sales Order and the
reservation quantity is larger than the ordered quantity on the order line, the following error occurs.
ERROR

Reservation Quantity (50.25) can not be greater than Ordered Quantity (50).
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Sales Order with ordered quantity = 50 and overship tolerance = 100%
2. Attempt to reserve a quantity of 50.25 against the line
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot over reserve against the order quantity
