User Is Unable To Reset Password From The Self Service AppsChangePassword.jsp (Doc ID 1508604.1)

All users are able to login and work, but if the sysadmin changes their password via from System Administrator responsibility, when the user is prompted to change their password the next time they login via AppsChangePassword.jsp, they are not able to login. The user is not able to change their password. The AppsChangePassword.jsp is not throwing any error, it will just keeps asking for the password credentials again and again...

FND_WEB_SEC.VALIDATE_LOGIN returns Y for both the EBS user and the the GUEST user.
The issue also occurs for existing and newly created users.
If they reset a users password through either FNDCPASS or through the preferences, then the users can login ok, however this sort of password change does not take them through the AppsChangePassword.jsp which is intended functionality.

If they reset the password via System Administrator > user > Define form, the issue still occurs when the user logs in again.
