System Allow To Hire Applicants For Positions With Maximum FTE.

This note provides a brief overview of Bug 14779651


Allows the hire of applicants into Positions without any warning if the FTE is exceeded for that Position

An Error message should appear: "The Number of assigned budgeted FTEs exceeds the number of FTEs defined for that position" or something to that effect
The issue can be reproduced at will with the following steps:
RU HRMS Manager

** Data all in Russian

1. Work Structures> Position> Description
2. Find the Position
Shows FTE: 3, Head Count: 3
3. Others>Occupancy
Position Occupancy info before hire applicant
Shows 3 employees in the Position plus 1 end dated and an Applicant. Candidate who is applying for a position
4. Find the applicant.

People>Enter and Maintain
Query back the applicant
5. Hire the employee
Action: Hire Applicant
6. Employee record becomes Employee.Ex Applicant
7. Person’s assignment info after hire
8. Work Structures> Position> Description
Find the Position
Shows FTE: 3, Head Count: 3

Shows Position Occupancy info after hire
4 employees now in the position

The issue has the following business impact:
Due to this issue, a position can have more employees than defined for position.
