Symptoms
On : 12.1.2 version, Bank Acct & Reports Issues
When attempting to create a supplier bank account with country Israel,
the following error occurs.

Please enter a value of 9 characters for the Account number.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login Payables responsibility
2. Navigate to Suppliers > Entry
3. Create a supplier
4. Click Banking Details
5. Create a bank account
Country: Israel
Account Number: XXXXXX
