Territory Assignment in Batch NEW Mode is not Working for Parties/Accounts. (Doc ID 1508830.1)

Symptoms

On : 12.1.3 version, TAP Process

When run the territory Assignments concurrent program in New batch mode , it is not working, and parties are not being assigned to  sales persons.

The issue is only for account/party assignment. Tested the opportunity assignment in New mode , it works fine.

STEPS

The issue can be reproduced at will with the following steps:
1)Setting to NO , the following profiles :
OS: Enable Real Time Customer Assignment
OS: Enable Real Time Lead Assignment
OS: Enable Real Time Opportunity Assignment


2) Disabled the Workflow events, for Event Subscription :
oracle.apps.ar.hz.ContactPoint.create > as_rttap_account.create_contact_point_post
oracle.apps.ar.hz.ContactPoint.update > as_rttap_account.update_contact_point_post
oracle.apps.ar.hz.Location.update > as_rttap_account.update_location_post
oracle.apps.ar.hz.Organization.create > as_rttap_account.create_organization_post
oracle.apps.ar.hz.Organization.update > as_rttap_account.update_organization_post
oracle.apps.ar.hz.Person.create > as_rttap_account.create_person_post
oracle.apps.ar.hz.Person.update > as_rttap_account.update_person_post
oracle.apps.ar.hz.PartySite.create > as_rttap_account.create_party_site_post
oracle.apps.ar.hz.PartySite.update > as_rttap_account.update_party_site_post



3) (R) Oracle Sales Administrator > run the Assign Territory Access concurrent for New Mode
a.Account Type: Organization
b.Lead Status: All
c.Opportunity Status: All

4) Observe new or modified parties data are not assigned .
