Symptoms
On release 12.1.1:
When attempting to assign items to child organizations through the Import Items process (INCOIN), the following errors are raised in the request log for all items and all child organizations.
Able to import master items into the master organization per the same logic.
The problem occurs with child organizations only and for all items.

-- Steps
The issue can be replicated per the following steps:
1. Populate the item open interface tables to create items in child organizations for master items earlier created.
2. Launch the Import Items with below parameters:
. All Organizations: Yes or No
. Validate Items: Yes
. Process Items: Yes
. Delete Processed Rows: Yes
. Process Set: enter the SET_PROCESS_ID
. Create or Update Items: 1 Create new items
. Gather Statistics: Yes
3. See no item date get imported
4. If debug mode was enabled see the reported errors in the request log

Due to this issue users cannot load new items into the system.
