User Can Approve His Own Timecard When Notification Is Routed (Doc ID 1509522.1)

This note provides a brief overview of Bug 4521257

Symptoms

A Routing Rule is set up by Manager A to route timecard approval notifications to User B.  
Manager A is User B's manager.  When User B submits a timedcard for approval, the notification for approval is routed to himself.  User B is then able to  approve his own timecard.

The current functionality is such that workflow does not monitor notification links, so what is experiences is current functionality.

The customer wants a process to intervene, so User B is not able to approve his own timecard.
