R12: Incorrect Project Validation Error Message &PJM_ERROR_MSG Is Thrown in Buyer Work Center (Doc ID 1509542.1)

Symptoms

There is a difference in message handling logic between forms and Buyer Work Center
In forms, the following error occurs: APP-PA-19269: The expenditure item date is not within the active dates of the tasks
while in Buyer Work Center instead getting the same error like in forms, we get the following error:Project information on the distribution is not valid.  &PJM_ERROR_MSG
 

Steps to reproduce:

1. For project "Project1"go and enter an end date for task1.0: end date=12-Sep-2012
2. Using forms-Create a PO go on distribution- and enter project =Project1 and task= 1.0 and item date=20-Sep-2012
attempting to save-> APP-PA-19269: The expenditure item date is not within the active dates of the tasks
3. using Buyer Work Center- Create a new order- go on lines and update the line
project=Project1
task=1.0
expenditure item date=20-Sep-2012
attempting to save->Project information on the distribution is not valid.
&PJM_ERROR_MSG
