Favorites Portlet Customize Link Not Working Intermittently

Intermittently, after logging in as a portal user and clicking on the link on the Portal page to customize the Portal favorites, the Portal Favorites are not shown.
Instead the page opened is the page for customizing the Applications Favorites and not the portal one.
