Order Import Child Requests not getting launched (Doc ID 1510100.1)

Symptoms

On : 12.0.6 version, Transaction Entry

When attempting to import order using order import,
the following error occurs.

ERROR
-----------------------
no orders to process
not spawning any child processes

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as order management responsibility
2. Submit order import request
