Why is the Transact Button on Inventory Transactions Form (INVTOTRX) Inactive in a Non-WMS Organization (Doc ID 1512031.1)

Goal

When selecting a Move Order line, the Transact button was inactive (greyed out).
After doing the allocation and selecting the Move Order line again, the Transact button becomes active.
