ASN Express Receipts Showing Error Online Transaction Failed

When attempting to perform ASN express receipts in WMS mobile, the following error is raised at the bottom of Receipt Information page.
iSupplier Portal is used.
Issue reported with the example of one ASN receipt.
Related organization is WMS and OPM enabled. It is not PJM enabled. It is not on hand material status enabled.
Pre-generate putaway suggestions is not enabled.
Related item is dual UOM controlled.
It is lot controlled, lot divisible enabled, lot expiration controlled (User-defined expiration date), lot status enabled and it is grade controlled.
It is not under revision quantity and serial controls.
The material to receive is packed into an LPN. Lpn context is 'At Vendor'. (7)
Online transaction failed
Inventory debug log capture following error:
po.plsql.RCV_TRANSACTIONS_INTERFACE_SV1.RCV_TRANSACTIONS_INT.1439: Sub is not under restricted locator control

Steps to Reproduce
The issue can be replicated with the below steps:
1. Go to (N) Receiving : Receive Supplier ASN
2. In ASN Receipt Express -> Enter the transaction details: ASN Num, LPN -> Click Done
3. In Receipt Information page -> Click Done
4. Receive error "Online transaction failed." at the bottom
