ACTUAL BEHAVIOR

The Israeli withholding tax file (JEILWHTT) format is not okay.

EXPECTED BEHAVIOR
-----------------------
For example:
- line number 2 includes non readable characters. Expect to see the Hebrew characters instead of squares, etc...
- line number 3 length its should be 216 characters.
