AR_00032 Receipts Workbench Issue: Events Are Not Stamped On Miscellaneous Cash Distribution Record While Clearing Through Cash Management (Doc ID 1513648.1)

While clearing a Miscellaneous receipt through Cash Management, if there is an exchange rate difference, then the new records will be created in ar_misc_cash_distributions_all.
These new records do not have event_id stamped on them.

Steps to Reproduce:
Responsibility:  Receivables
Navigation:  Receipts > Receipts
Create a Misc Receipt in status Remitted for 1000 CAD.
    Use User Exchange Rate = 1.2.
Clear this Receipt through Bank Statement Reconciliation in Cash Management.
    Use the exchange rate of 1.5
The original MCD record is reversed and a new record is created with the new exchange rate.
Both these records do not have event_id stamped on them.

As a result, this receipt will not be posted to GL.
