AR_00047 Adjustments Issue: Event_IDs Are Not Populated For the Adjustments Created Through Copy Transactions Code

Symptoms
Copied AR Invoices with Adjustments have incorrect WHO column data. They do not have EVENT_ID's being populated in the XLA_EVENTS table.
The WHO columns appear to be fixed after <Patch 8278848>, but the ADJ_CREATE event is not being populated in the XLA_EVENTS table during the copy.
In order for the event to be created, a meaningless update can be made to the Adjustment. Until this action is taken, the Adjustment Register report is failing with a 'No Data Found' error.
