Customers Workbench Issue: Default Country On Existing Customers Does Not Default

On : 12.1.3 version, Customers Module
When creating a new Customer, the system defaults the country.
The system does not default the country for existing customers.
Steps to Reproduce:
Navigation: Customers > Standard
Search for an existing Customer Account number
Go To: Create Account
No Default Country occurs
Go To: Create Address
--> Default 'United Kingdom' occurs
