Cannot Inactivate Price List Due to Error: The Start Date Of Price List Line Should Be Within The Start Date and the end date of the pricelist header (Doc ID 1515864.1)

Upon upgrading Oracle Applications, cannot update a price list line due to error message.

Cannot inactivate price list "US XYZ Price List".

Error message: The start date of pricelist line should be within the start and the end date of the pricelist header.

Tried changing the start date, making it much earlier, but get the same error.
