Symptoms
On : 11.5.10.2 version, ECO
When attempting to create an ECO,
the following error occurs.

FRM-41830 list of values contains no entries
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login E-business suite
2. Go to engineering > ECOs >ECOs
3. create ECO with name 'V12M-002' and save.
4. Click delete button from tool menu.
5. Click save.
6. When trying to re-enter V12M-002 in ECO column
and click type LOV error occurred
