Pick Release not Releasing the Manually Allocated Item Reservations which have Short Shelf Days

Symptoms
On : 12.1.3 version, Pick Release
When attempting to pick release the lines are going to back order even though sufficient quantity exists and order line has manual reservations against it.
When troubleshooting the picking issue user set Auto Allocate = No so that move order would need to be manually allocated.
Upon trying to manually allocate the move order, get the following error in the Transact Move Order form:
Error: The material sourcing process failed to create picking suggestions for line 1 of move order number 999
This verifies that the pick problem is an allocation failure.
Background of issue:

Picking Rules are configured for 180 days shelf life. If there is no material availability with 180 shelf life days, then will send out the material with 90 days by performing manual reservations from sales order line, but the Pick release process is not releasing the order.
STEPS
-----------------------
- Setup picking rule for a customer for 180 days
- Receive a material with 90 shelf days
- Create a sales order for above customer and manually reserve the material with 90 self days
- Run Pick release process online and observe the material will back order.
Changes
May be seen after upgrading from 11i to R12.1.3.
