'Transfer Journal Entries To GL - Cost Management' process cannot Transfer and Post To GL (Doc ID 1516312.1)

Symptoms

  It was observed that CSTGLTRN module: Transfer Journal Entries to GL - Cost
  Management when doing manual submission does not transfer the transaction
  entries to GL.
  
  
  Verified the following:
  .
  1. This was happening on new transactions in an open period.
  The customer just upgraded to R12.1.3. There was no legacy (historical)
  data being considered for this issue.
  
  2. The create accounting was run in Final mode and Create Accounting is set
  to   'No'
  Above met the conditions as per Release 12.1 user guide.
  
  However, observed the Post in General Ledger parameter was disabled when
  
  submitting Transfer Journal Entries to GL - Cost Management .
  
  3. In organization parameter , costing tab, the parameter Transfer to GL
  was   set to 'Yes'.
  
  4, Transfer Journal Entries to GL Report has no details
