On OTM version 6.2.7

ACTUAL BEHAVIOR
---------------
When loading IATA TACT rates with three letter CITY codes as source and destination. these locations must be in the PUBLIC domain.

EXPECTED BEHAVIOR
-----------------------
An incorrect expectation is to expect OTM to first look for the location in the domain given in the row, if not found in the domain then look into the PUBLIC domain.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load data into the X_IATA_TACT_DATA table where the DOMAIN is set to a DOMAIN name other than Public.
2. Run the action "Formulate IATA TACT Rates".
3. Gain an error (not provided)
