Find that in Service Contracts Billing/Termination

Actual Behavior
Contract with effective dates 01-Jan-2013 to 31-Dec-2013 and interface offset -35 is not being picked for billing when SCMB is run.

Steps To Reproduce
The issue can be reproduced with the following steps:
1. Open contract for update and change invoice offset = -35
2. Move contract back to Signed status
3. Run SCMB
