ACTUAL BEHAVIOR
---------------
In a PMP, if an employee is not part of the Eligibility Profile selected in the Plan Population page, this employee cannot see the plan when he is dealing with his manager activities.
In other words, if a manager is not part of an Eligibility Profile, the related plan is not assigned to him, as an employee and also as a manager.
EXPECTED BEHAVIOR
-----------------------
The managers who do not belong to the eligibility profile linked to the plan should be able to access the plan and set the goals for their subordinates.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an eligibility profile excluding person_type A
2. Create an employee manager with the person_type A and some subordinates with a different person_type
3. Create a plan using this eligibility profile in the Plan Population page
4. Publish the plan
5. See that the employee/manager logged as employee cannot see the plan.
6. See that the employee/manager logged as manager cannot see the plan and so cannot set the goals for his subordinates
BUSINESS IMPACT

The issue has the following business impact:
Because of eligibility profile now the Employee “A” is unable to do his role as Supervisor.
Because of this issue, Golive is getting delay.
