Non Taxable Order Lines And AR Invoice Lines Getting Passed To Vertex By EBTax (Doc ID 1519565.1)

Symptoms

OM - Vertex

1. Enter a sales order for a customer outside the US.
2. Tax classification defaults to LOC
3. Change tax classification to INTL
4. Save - getting the following error:

Error in VERTEX tax calculation API:-20169ORA-20169: No ship to jurisdiction information was provided for the current invoice.

Vertex is being called when using a transaction type where 'calculate tax' is not checked.

5. Pick INTL from the list of values for a 2nd time and the error does not happen and record is saved.

Note:

1. Do these sames steps in AR and no error on the first save.
2. Within the fnd log file I see INTL being used and then the code pick up LOC again within the following lines:
