Symptoms
On 12.1.3 version, Repair Order Management: when attempting to update the Repair Actuals in Depot Repair the following error occurs.
Error
Error: FRM-92101: There was a failure in the forms server during startup. This could happen to to invalid configuration. Please look at the web-server log for details.

Java exception...
Oracle.forms.net connectionexception: Forms session aborted:
unable to communicate with runtime process.
at oracle.corms.net.COnnectionException.createConnectionException(UnknownSource).
Steps To Reproduce
- Open a Repair Order
- (TAB)Repair Actuals>(B)Line Details
- Enter Warranty Details and change Bill To
- Save. Error thrown
