UPK: UPK Client Administration Menu is Grayed Out (Doc ID 1521904.1)

When logging in as the ADMIN user and navigating to the Administration menu, the menu item is grayed out.

After renaming the UPDEV7 profile (c:\users\<windows>\appdata\local) to UPDEV7_old and logging back into the profile wizard:  There is a problem with the server Configuration.  See your system administrator with the following information.

Proceeded to bounce the web server and now none of the UPK clients connect to the Library.
