On 12.1.3 - Charges UI, APIs, and schema

ACTUAL BEHAVIOR
---------------
After applying CS Patch 14613618 (October 2012 Cumulative patch), the Inventory Organization list of values (LOV) on the Charges tab - Order details table is empty.

EXPECTED BEHAVIOR
-----------------------
LOV's should display the Inventory Organizations.

STEPS
-------
The issue can be reproduced at will with the following steps:


(R) Customer Support
(N) Service Requests > Find/Create Service Requests
 - Enter SR information
 - Click on Charges tab
 - In Order Details subtab, select Inventory Organization.

 => The LOV has no values.
 => FRM-41830: List of Values contains no entries.

Changes

 Patch 14613618:R12.CS.B - 12.1.3:BUG FIXES FOR CS: OCT'12 PATCH was applied
