Symptoms

  Can't assign an Operating Unit to a fully accrued budget.


  Error: The combination of values supplied in Global Usage and Operating Unit fields is not valid. An entity with Global usage of Yes is available to all
  operating units, you cannot assign an operating unit to this entity. An entity with Global usage of No must have an operating unit assigned.


  Steps:
  --------
  OZF: Global Flag for Pricing Related Objects = No
  QP: Security Control Profile = On

  Create a Fully Accrued Budget
  Navigate to the Accrual Parameter details and try to enter an Operating
  Unit. Click Update
  Receive the error message


Note: It is not replicated if profile OZF: Global Flag for Pricing Related Objects is set to Yes.
