Symptoms

MTL_ITEM_LOCATIONS table locks and Receiving forms hangs when user's open more then one receipt form to receive and deliver items to the same sub inventory and locator.

Steps to reproduce:

Nav: Receiving > Receipts or Receiving > Receiving Transaction
Then have multiple users attempt to deliver against same sub inventory and locator
