Receipts Workbench Issue: Assign an Instrument to a Receipt with a NULL Customer Location Error - A Party Context Attribute is Missing or Does Not Have Referential Integrity with Its Source Table

Symptoms

Attempting to assign instrument to a receipt that has a customer location = NULL and receive the following error:

A party context attribute is missing, or does not have referential integrity with its source table

The logic is that if the account_site_id is null that means it is at account level and for all account level payer the Org_id and Org_type is null which is not in this case.

These values are passed from the payer, which is coming from ARXRWMAI.fmb.

When the values are manually cleared, then it only clears the location in AR.  It actually doesn't point to the account level payer for which the org_id and org_type is always null, because of that it is getting an error in IBY.
