When Attempting To Generate A WSDL From Self Service Integration Repository, 'oracle.apps.fnd.soa.util.SOAException: SystemError: null Error while sending message to server' Occur. (Doc ID 1523167.1)

Symptoms

On Oracle Applications 12.1.3 version, when attempting to get a web service (WSDL) generated properly and deployed for a Purchase Order Service ( oracle.apps.po.services.poxpoepo.POXPOEPOServices_DocStyle) from Self Service Integration Repository page, error occur.  However, one is able to generate the webservice (WSDL) by using the manual script from a command line "$FND_TOP/bin/soagenerate.sh".

Service Provider Access resulted in exception 'oracle.apps.fnd.soa.util.SOAException: SystemError: null Error while sending message to server. <HostName>.<Domain Name> when attempting to perform 'DEPLOY'. Please view Service Provider logs for more details.

 
The issue can be reproduced at will with the following steps:

1. Login to Self Service with "Integration Repository" responsibility and click "Integrated SOA Gateway" > Integration Repository.

2. Click "Search".

3. Place "oracle.apps.po.services.poxpoepo.POXPOEPOServices_DocStyle" in "Internal Name" field and click "Go".

4. Click "Purchase Order Service" under Name column.

5. Click "Generate WSDL" and error occur.
