Element Re-rounding on Subsequent Life Event When Amounts are not Changing (Doc ID 1523249.1)

Symptoms

On : 12.1 HRMS RUP5 version, Oracle Advanced Benefits

ACTUAL BEHAVIOR
When processing any life event AFTER Open enrollment on 01-OCT-2012 where no changes have occurred to activity rate definition or participant factors which could impact rate values, the element entry value is rounding a second time.

EXPECTED BEHAVIOR
Expect rates to prorate only at initial enrollment or when some factor has changed which would require recalculation.
In this case, no factors have changed.

STEPS
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Benefits Service Center and query an existing, enrolled employee.
3. Process a miscellaneous life event and make NO changes to the enrollment.
See that the rates calculated in benefits are unchanged but the element entry is rounding for a second time.
