Goal
This note provides the steps needed to check the cause of an resolve errors like:
ORA-20100: File filename.tmp creation for FND_FILE failed

During transaction processing, Oracle Install Base and Oracle Asset Tracking write temporary files to the file system. When problems are reported by the file system during this process errors of this type occur. The error is essentially saying that the file system reported a problem during the write operation to the temporary directory. There can be a number of reasons for this, including:
- The directory does not exist
- The directory is full
- The directory does not have appropriate write permissions
- The UTL_FILE_DIR parameter is incorrect and is not pointing to the right directory
- The $APPLPTMP parameter does not match the UTL_FILE_DIR parameter
