Create Case in Agent Dashboard causes exception when no address is present for the Person

at oracle.apps.cs.csz.address.webui.IncidentAddressCO.initCreateIncidentAddressCommonVO(

The issue can be reproduced at will with the following steps:
1. Responsibility: Case Worker
Navigation: Case Management > Agent Dashboard > Party Search, pick a person without an address > Cases (tab) > Create Case (button)
