GL Data Access Set Auto-created For New Ledger But Has No Ledger Assigned (Doc ID 1524625.1)

Symptoms

After creating a new Primary Ledger, a Data Access Set was automatically created.
This Data Access Set has no Ledger assigned to it and so all responsibilities assigned this Data Access Set cannot access the Ledger.
